What Is Arkansas's Education Freedom Account?

The Arkansas Education Freedom Account โ€” formally the Children's Educational Freedom Account Program โ€” is a state-funded education savings account created under the LEARNS Act of 2023. The state deposits $6,864 per student per year into a digital wallet called ClassWallet, which families use to pay approved vendors directly for educational expenses.

The spending flexibility is one of the program's strongest features. You are not locked into one vendor or one type of service. You can direct funds toward tutoring, private school tuition, curriculum materials, educational technology, and testing fees โ€” all from the same account. Families with multiple children each receive a separate account per child.

Arkansas went universal in 2025โ€“26. That means any Kโ€“12 student who is an Arkansas resident and eligible to attend public school qualifies โ€” no income cap, no waitlist, no prior school enrollment requirement. It is one of the most accessible ESA programs in the entire country.

Who Qualifies?

Qualifying is straightforward. Your child must be eligible to enroll in an Arkansas public elementary or secondary school, and at least one parent or guardian must be an Arkansas resident. That's it. If demand exceeds available funding, priority goes to students with disabilities, siblings of current EFA recipients, and then other students ranked by income โ€” but all eligible applicants are generally expected to receive funding.

Critical note on fund usage: Unlike Arizona's program, Arkansas EFA funds do not roll over to the next year. Unspent funds at the end of the school year are returned to the program. Plan your tutoring sessions early and use your full $6,864 allocation โ€” don't leave money on the table.

What Can EFA Funds Pay For?
